Sea raiders generally have rougher terrain, shields, and of course throwing axes, which they will run out of, but they often have archers mixed in. Forest bandits make the easiest prey imo, since you can engage them on the open plains and they have no shields, and they bunch up into firing lines where they stay still making them much easier targets. I haven't tested it in real battles yet, but I was extremely impressed by the rate at which my character leveled. When you can actually kill every-single bandit you run into single-handedly, you level at a very impressive rate.
